Lynn retired in September 2025, concluding a distinguished 43-year career in the public sector. During this time, she trained with the National Audit Office before transitioning into local government. Lynn served as Deputy Director of Finance at the City of Edinburgh Council before moving to take up the post of Director of Finance at Glasgow City Council. In the final six years of her career, Lynn was Chief Executive of the Scottish Police Authority.
Beyond her executive roles, Lynn contributed her expertise to several national institutions. She served on the Audit Committees of the University of St Andrews and the British Library, advised the Greater Manchester Pension Fund, and was a Board Member of the Belfast Children’s Festival. A qualified accountant, Lynn brings significant experience across a broad range of public services; including housing, finance, pensions, and governance.
In recognition of her outstanding service to local government and charitable organisations, Lynn was awarded an OBE in 2015 and, in recognition of her significant contribution to policing and public service, a CBE in 2026.
